No one may collect e-mail addresses using a program or other technical device that automatically collects e-mail addresses from an Internet homepage that expresses a refusal to collect e-mail addresses.
③ No one may sell or distribute e-mail addresses collected in violation of the provisions of paragraph 1.
④ Anyone who knows that an e-mail address is prohibited from collection, sale and distribution under the provisions of paragraphs 1 and 2 shall not use it to transmit information.
